United Black Contractors has been working with the City Of Dallas for 2- years. A committee was organized which consisted of members of United Black Contractors that expressed 50-years of grieveses concerning the disparity of Black Contractors. Black Contractors are 1% on public private partnerships.Africian Americans make up about 30% of the tax base. The Kay Bailey Hutchinson Project is a public partnership. Often times black contractors are not afforded the same opportunities as other ethnicities due to the history of systemic racism in construction. The City Of Dallas has agreed to 28% utilization of Black Contractors and also to implement Owner Controlled Insurance Plan. Such measures will truly aid the city to capacity build throughout the duration of the project.
